OTVORENO PISMO MINISTARKI KULTURE REPUBLIKE SRBIJE MAJI GOJKOVIĆ
Mi, dole potpisane/i umetnice_i i druge_ akterke_i plesne scene u Republici Srbiji, građanke i građani ove zemlje koji više decenija nesebično ulažemo svoje znanje i rad u njenu kulturu i društveni razvoj, izražavamo svoj protest i nezadovoljstvo zbog odluka koje ste doneli i potpisali u formi Rešenja o dodeli sredstava za sufinansiranje projekata u oblasti Umetnička igra – balet, narodna igra, savremena igra (stvaralaštvo, produkcija i interpretacija) u 2023. godini od 5. maja ove godine.
Pored toga što ste rezultate objavili 24. maja kršeći zakonski rok koji Vam je dat za ovu proceduru, ugrožavajući time naše pravo na rad, Vaša odluka je ove godine potpuno onemogućila rad čitave nezavisne plesne scene .
Ovaj jedan jedini instrument kulturne politike koji Ministarstvo kulture ima za oblast plesa zloupotrebljen je na sledeće načine:
- Iako se radi o konkursu za SAVREMENO STVARALAŠTVO, ove godine je Ministarstvo podržalo SAMO JEDNU novu plesnu produkciju, koja, uz to, nastaje u okviru plesne škole, a ne profesionalnog plesnog okruženja. Zahtevamo hitno objašnjenje za takvu odluku. U suprotnom, smatraćemo da Vam je namera da u potpunosti onemogućite rad savremene plesne scene i time je eliminišete.
- Iako se radi o konkursu za SAVREMENO STVARALAŠTVO, trećina ionako nedovoljnih sredstava dodeljena je ogromnom broju amaterskih društava i projekata amaterskog stvaralaštva, ukidajući dodatno mogućnost za SAVREMENU umetničku produkciju. I ne samo to: iz budžeta za ples finansirate guslarske programe i druge muzičke programe koji nemaju nikakve veze sa bilo kojom formom plesa. Zato zahtevamo da pod hitno osmislite liniju za amatersko stvaralaštvo koje je neophodno sistemski podržati posebnim merama kulturne politike.
- JEDNU TREĆINU sredstava iz linije 481 za civilni sektor PONOVO ste dodelili jednom PRIVATNOM, VISOKOPROFITABILNOM FESTIVALU i za podršku isključivo stranim velikim, bogatim kompanijama, sa programom namenjenim samo bogatim građanima naše zemlje. Zahtevamo da osmislite druge načine finansiranja ovakvih programa, koji neće preuzeti novac namenjen novim praksama stvaralaštva i produkcije koje se na lokalnoj umetničkoj sceni razvijaju preko 40 godina posvećenim umetničkim i pedagoškim radom.
- U komisiju ste ponovo pozvali osobe koje ne poznaju dovoljno kretanja i dinamične i višeslojne pojave u polju savremenog plesa i koje dolaze iz dominantno institucionalnog konteksta. Kako u tom institucionalnom kontekstu savremeni ples gotovo da uopšte ne postoji, logično je pitanje njihove kompetentnosti da procenjuju pojave, programe, stvaralaštvo i potrebe u ovoj oblasti plesa. Podsećamo Vas da svake godine Ministarstvo dobija predloge stručnjaka koji te godine nemaju svoje projekte, ali bi svojim uvidima i znanjem mogli da doprinesu kvalitetnim i objektivnim odlukama o razvoju oblasti plesa kroz taj jedan jedini instrument kakav je godišnji konkurs. Zahtevamo da ti predlozi počnu da se uvažavaju.
- Zabrinjava i činjenica da se u komisiju ponovo uvode akteri scene sa visokim pozicijama kao što su predsedništvo organizacije koja konkuriše (Udruženje baletskih umetnika Srbije). Dozvolili ste da jedna od članica komisije dodeli 3 miliona dinara organizaciji u čijem je predsedništvu, te time ugrozi konkurs ovim koruptivnim mehanizmom koji ste i Vi svojim potpisom legitimisali. Zahtevamo da sve odluke ove komisije ponovo preispitaju POD HITNO.
Navedene odluke svedoče ne samo o odsustvu bilo kakve sistemske kulturne politike za ples i uopšte savremeno stvaralaštvo, već i o duboko zabrinjavajućoj nekompetentnosti Ministarstva kulture i njenih komisija da se bave ovako važnim zadacima. Posledice toga trpimo godinama u vidu nemogućnosti za redovan i nesmetan rad, odlaska mladih i srednjih generacija umetnika i stručnjaka u inostranstvo, srozanog socijalnog statusa i života u nezasluženom siromaštvu, nerešavanja sistemskih pitanja i problema našeg sektora koji nema NIJEDAN adekvatan radni prostor niti scenu na kojoj može redovno predstaviti svoj rad.
Dugogodišnje odsustvo svakog dijaloga sa plesnom scenom i svim njenim akterima i zatvaranje mogućnosti da ti akteri imaju uticaj na kulturne politike koje treba da regulišu njihovo polje rada dovelo je do sistemskog urušavanja tog polja i do nagomilanog besa koji ovim putem izražavamo. Takođe, izražavamo i zabrinutost povodom odsustva dijaloga između Ministarstva i plesne scene i zbog svođenja komunikacije isključivo pravnim putem, kao u slučaju tužbe koju je nezavisna plesna scena dobila protiv Ministarstva kulture 2016. godine kada je polovina sredstava za finansiranje bila dodeljena Beogradskom festivalu igre.
U skladu sa svim navedenim zahtevamo da ove odluke preispitate i otvorite prostor za dijalog, saradnju, solidarnost, zajedničko odlučivanje o ovim pitanjima i da tako vratite poverenje radnika i radnica u kulturi u rad Ministarstva kulture.

OPEN LETTER TO THE MINISTER OF CULTURE OF THE REPUBLIC OF SERBIA, MAJA GOJKOVIĆ
We, the undersigned artists and other actors of the dance scene in the Republic of Serbia, citizens of this country who have selflessly invested our knowledge and work in its culture and social development for decades, express our protest and dissatisfaction with the decisions you made and signed in in the form of the Decision on the allocation of funds for the co-financing of projects in the field of contemporary arts and culture, in this case for dance – ballet, folk dance, contemporary dance (creation, production and interpretation) in 2023, dated May 5 2023.
In addition to the fact that you published the results on May 24, which is a violation of the legal deadline, thereby endangering our right to work, your decision threatens the work of the entire independent dance scene this year.
This only cultural policy measure that the Ministry of Culture has for the field of dance has been misused in the following ways:
– Although it is a competition for CONTEMPORARY ART CREATION, this year the Ministry supported ONLY ONE new dance production, which, moreover, is created within a dance school, not a professional dance environment. We demand an urgent explanation for such a decision. Otherwise, we will consider that your intention is to completely dismantle contemporary dance scene and thereby eliminate it.
– Even though it is a contest for CONTEMPORARY ART CREATION, a third of the already insufficient funds were allocated to a huge number of amateur associations and projects, further eliminating the possibility for CONTEMPORARY artistic production. Even more, from the dance budget you finance fiddle programs and other music programs that have nothing to do with any form of dance. That is why we demand that you urgently devise a line for amateur culture, which must be systematically supported by special measures of cultural policy.
– ONE THIRD of the funds from the line 481 for the civil society sector have AGAIN been allocated to a PRIVATE, HIGHLY PROFITABLE FESTIVAL and to invite exclusively foreign dance companies, with a program intended only for rich people as the audience. We demand that you come up with other ways of financing such programs, which will not take over the money intended for new experimental practices and dance production that have been developing on the local dance scene for over 40 years by a committed dance community.
– You invited to the jury again the people who do not know enough about dynamic and complex developments in the field of contemporary dance and who come from a dominantly institutional context. As contemporary dance almost does not exist in that institutional context, it is a logical question of their competence to assess topics, programs, projects and needs in this field. We remind you that every year the Ministry receives from us proposals with names of those who have insights and knowledge that can contribute to quality and objective decisions on the development of the field of dance through that one and only instrument such as the annual competition. We demand that those proposals begin to be respected.
– The fact that the holders of high positions such as the presidency of the Association of Ballet Artists of Serbia) are being reintroduced to the commission is also worrying. You allowed one of the members of the commission to allocate 3 million dinars to the organization she co-chairs, thereby jeopardizing the competition with this corrupt mechanism that you also legitimized with your signature. We demand that all decisions of this commission be reconsidered URGENTLY.
The aforementioned decisions testify not only to the absence of any systemic cultural policy for dance and contemporary art creation in general, but also to the deeply worrying incompetence of the Ministry of Culture and its juries to deal with such important tasks. We have been suffering the consequences of this for years in the form of the impossibility for regular and decent work conditions, the brain drain of young and middle generations of artists and experts abroad, the declining social status and living in undeserved poverty, the failure to solve the systemic issues and problems of our sector, which does not have ANY adequate work space or stage on which the dance can regularly be presented.
The long-term absence of any dialogue with the dance scene and all its actors and the closing of the possibility for those actors to have an influence on the cultural policies that regulate their field of work, led to the systemic collapse of that field and to the accumulated anger that we express in this way. We also express concern regarding the reduction of communication exclusively through legal means, as in the case of the lawsuit that the independent dance scene raised against the Ministry of Culture in 2016 when half of the funding was allocated to the Belgrade Dance Festival.
In accordance with all the above, we demand that you review these decisions and open space for dialogue, cooperation, solidarity, participative decision-making on these issues, and thus restore the trust of cultural workers in the work of the Ministry of Culture.
